President Clinton is scheduled to visit two schools in Union City, N.J., this morning, then travel to Manhattan to attend fund-raisers this afternoon and evening. Motorists are advised to avoid Route 3 between the Meadowlands and Union City in the morning. In the afternoon, they should avoid the F.D.R. Drive and the midtown Manhattan area above 42d Street, and after 9 P.M., the F.D.R. Drive and lower Manhattan south of 14th Street. The visit is not expected to affect the evening rush.
