Times Square was still winding down from Saturday night at 5 A.M. yesterday when an 11-man man rigging crew arrived with a 270-foot crane and nearly a dozen city permits.
By 8:30 the 1 Times Square building, already laden like a Christmas tree with electric signs and gadgets, had 22.5 more tons of airconditioning equipment on the roof of its setback.
Nirvana Club One, a branch of an Indian restaurant on Central Park South, is going to open in the space on the 16th and 17th floors occupied for 17 years by the Act I restaurant.
Although Times Square is no stranger to noise-making, and is hardly a residential area, the Sunday morning work called for special dispensation, granted on the ground of ''urgent public necessity.'' A street-closing permit had also been obtained, but traffic turned out to be a trickle.
''The place was eerily quiet by 7 or 7:30,'' said Jon Krevat, the rigging boss. ''A few people watched the job -those that could still keep their eyes open.''
