Neil MacFarlane, Britain's Minister of Sports, has a plan to stop riots and other violence by soccer fans.
Hecalled for a ban on alcohol at soccer matches, the complete segregation of rival fans, a stronger police presence and prison sentences for fans found guilty of rioting. ''I want to see a consistency of toughness from all magistrates,'' he said. ''We must really hurt these people.''
