President Reagan will nominate Barbara Jean Mahone, a manager with a division of the General Motors Corporation, to be chairman of the Federal Labor Relations Authority, the White House has announced. If confirmed by the Senate, Miss Mahone, 36 years old, would be among the highest-ranking black women named by Mr. Reagan.
