TRENTON, Nov. 28 (AP) — Edward B. McConnell of Prince ton announced today that he was resigning July 1 as admin istrative director of the New Jersey courts.

Mr. McConnell, who is 52 years old, will step down after 20 years as chief administrator of the state's court system to become director of the National Center for State Courts in Washington. He will succeed Justice Winslow Christian of the California Court of Appeals.

The national center seeks to improve the administration of justice in the state courts and to promote research, studies, education and training for them. It expects to move its headquar ters soon to either Denver or Williamsburg, Va., and to begin establishing regional offices in such cities as Boston, Atlanta and Minneapolis.
