The Chelsea Theater Center of Brooklyn yesterday received the Vernon Rice Award for excellence in the Off Broadway theater.

Mayor Lindsay, Borough President Sebastian Leone, August Heckscher, Commissioner of Cultural Affairs, and Henry Hewes, president of the Drama Desk, were on hand for the presentation to the nonprofit group on the steps of Brooklyn's Borough Hall. They were joined by costumed actors of the Chelsea's current production, “The Beggar's Opera,” which is playing a commercial run at the McAlpin Rooftop Theater on 34th Street.

Robert Kalfin, artistic director, Michael David, executive director, and Burl Hash, production manager, accepted the award for the Chelsea company, which is in residence at the Brooklyn Academy of Music. City officials said it was the first time the award had gone to an entire company and was the first given outside Manhattan.

Mayor Lindsay, noting the company's $2.95 top admission price, said the Chelsea was leading the way toward providing low‐cost entertainment in the city
