WASHINGTON, March 3 —The Senate, by a vote of 50 to 6, approved today a resolution calling upon the executive branch to submit as treaties, requiring the consent of the Senate, recent agreements with Portugal and Bahrain concerning military bases.
The resolution, sponsored by Senator Clifford P. Case, Republican of New Jersey, represents another step in the Senate's attempts to reassert its foreignpolicy prerogative.
The agreement with Portugal extends American base rights in the Azores and the one with Bahrain gives the United States a naval base in the Persian Gulf. They were concluded as executive agreements that do not require the advice and consent of the Senate.
The Senate Foreign Relations Committee argued that the Administration was seeking to circumvent the treaty‐making powers of the Senate and that both agreements were important enough to be submitted to the Senate as treaties,
The resolution passed today expresses the sense of the Senate and is not binding on the executive branch. Should the Administration ignore it, however, there have been suggestions that the Senate might attempt to restrict military and economic aid that has been promised to Portugal.
