WASHINGTON, Jan. 14. -- Democrats and insurgents forced this afternoon a change in the House rules which Republican leaders fear will seriously jeopardize prospects for the passage of the Mellon tax bill, unless some agreement is reached limiting the flood of amendments and debate that may be offered as a result of the change.
