WASHINGTON, Feb. 16. -- President Taft, Secretary Stimson, Major-Gen. Wood, and many other officials and officers prominent in the administrative responsibilities of the army are greatly pleased with the tests made during the past week of the new organization of the army into brigades and divisions. Four brigades have received orders to be in readiness for prompt entraining to the nearest seaport available for army transports in a general plan of mobilization.
