PITTSBURG, April 7. -- In a speech before the Traffic Club to-night, Samuel Spencer, President of the Southern Railroad, took up the railroad regulation question and declared that under proper conditions the railroad men of this country would gladly co-operate to bring about the results desired by President Roosevelt.
