LOUISVILLE, Ky., April 4. -- In the shadow of a magnificent bronze statue of Thomas Jefferson, just in front of the Court House of Jefferson County, President Roosevelt to-day in less than fifteen minutes delivered a notable address to a crowd which extended for two blocks east and west of the speaker's stand, jammed intersecting avenues and overran the broad lawns.
