HEADQUARTERS OF GEN. BRIGGS, March 15, (8 P.M.) -- War has been declared in the camp of the Old Guard, situated at Forty-ninth Street and Broadway, a few versts north of Times Square. A battle is imminent. Already firing has begun among the outpost pickets between the Old Guards under Gen. S. Ellis Briggs and the rebels under Gen. W.L.
