MANNINGTON, West Va., March 23. -- Capt. J.W. Haggerty, one of the best-known men in the State, and City Treasurer of this place, shot himself through the head this evening, and died a few hours later. Haggerty was short in his accounts with the city about $1,700, and a committee was appointed to make an investigation.
