Jasper T. Smith, twenty-six years old, of 125 Grand Street, Jersey City, an advertising agent and a fugitive from justice, was arraigned in the Yorkville Court yesterday by Detective Doyle of Jersey City and Policeman Kelly of the Twenty-third Sub-Precinct, this city.
