ALGIERS, Feb. 11. -- There is something pathetic in a spectacle of a great city held permanently by a foreigner, as Gibraltar is by the British and Algiers by the French. I wonder how the Spanish feel when they see the red cross of St. George flying over the ramparts of the rock.
