Whoever would argue intelligently either for or against the Flogging bill should first define the words "crime" and "criminal." If the present controversy is ever to end in anything more conclusive than a counting of legislative noses and the passage or rejection of the measure under discussion, its advocates and its opponents must start from a point of common agreement.
