ALBANY, March 8. -- No new developments have occurred at the Albany end in the warfare that was inaugurated on the part of Thomas C. Platt against Mayor Strong. Gov. Morton has refused to release the ban of secrecy that he imposed upon the legislators who attended the conferences held in this city on Tuesday, which resulted in sending the committee on pacification, consisting of Lieut.
