NEWPORT, R.I., March 1. -- According to Commodore Sampson, United States Navy, Chief of the Bureau of Ordnance, who is stopping at the torpedo station, it has been decided that the United States steamship Columbia will not come here for her torpedo outfit at once, but will, upon leaving the Brooklyn Navy Yard, proceed at once to join Admiral Meade's squadron in the West Indies.
