PARIS, Feb. 28. -- In regard to the difficulty between France and San Domingo the United States Embassy informs the United Press that there is no change in the situation. Representations were made to the French Government by the United States, with a view to a final settlement of the trouble, but the matter has been pending for a long time, and no new instructions have been received by the embassy.
