Lord Blackmont is the head of House Blackmont, a vassal house of House Martell of Dorne in Westeros.

Game of Thrones: Season 4[]
Lord Blackmont is greeted by Tyrion, outside of King's Landing, when the latter is sent to welcome Oberyn Martell and his entourage of Dornish lords and knights. The two exchange greetings, in which Lord Blackmont reveals Oberyn has arrived the previous night, before he and the rest of the envoy proceed to the Red Keep.[1]
In the books[]
In the A Song of Ice and Fire novels, House Blackmont is ruled by Lady Larra Blackmont as the Dornish practice equal primogeniture, allowing firstborn daughters to inherit and to pass on the family name instead of adopting that of their husbands.
Larra and her children are among the Dornish nobles that accompany Oberyn Martell to King's Landing.
